like, i dont have a real credit card because im 12 but i want to bye a 50 dollar card so i can get a itunes account.

you Can open an itunes account without a credit card or itunes gift card. it says so on apple/itunes own website: http://support.apple.com/kb/HT2534
click on App store, then click on any free app. when it pops up, click "get app." by choosing a free app, you can access the "none" option for credit cards when you get to the payment page.
or just use an itunes gift card, they are sold at walmart too.

What is the Best Pre-Paid Credit Card/Visa/Master ? In Ontario? or Canada ?

That can Be used online ? and has no monthly fee or any BS attached to it ?

I’m not sure if they are available in your area of the world, but I would recommend a Mio Reloadable Debit Card or Wal-Mart Money Card. I know Wal-Mart has located in Canada and I’m sure some of them sell the prepaid cards for your area.

I believe they do charge a small fee once a month, it isn’t more than $4.00 though. Well worth it, considering some cards charge a fee per transaction!

Well after a little more research I have found the only way to buy things off ebay at my age of 16 is to buy a prepaid credit card which is avalible to those under 18..apparently. Now do you guys know what banks have these? Do all of them have it or..I’m a T.D Bank not sure if they do?
And does anyone know if i can have access to prepaid credit cards at my age?

Yes, you can purchase them. Any place like Krogers, Wal Mart, ect… sell pre paid credit cards. They are located with the gift cards (examples… olive garden, adidas, bed bath & beyond, amazon, ect..), usually on an end-of-aisle display, near the registers. There is usually a small fee (around $5), plus the amount you wish to put on the card, of course.
As for the banks, they probably vary.

I have a pre-paid visa card (the ones you get from Wal*Mart), and I need to know if I can pull cash off of it.

Like, if I go to Wal*Mart, can I hand them the card and they subtract money from the total on the card and give me whatever they subtract in cash?
